Overview

Village Community Development District No. 14 was established pursuant to the provisions of Florida Statutes Chapter 190 and City of Leesburg Ordinance 21-30 on July 26, 2021. The lands that are encompassed by the District are located in the City of Leesburg, FL and consist of approximately 2499.60 acres.

As established, the District is authorized to provide services in accordance with Chapter 190 to effectively operate and maintain community infrastructure, with the ability to levy assessments.

The District 14 Board is a Landowner Elected Board. The Board will begin transitioning to a Qualified Elected (registered voters) Board in 2028.

As a governmental entity in the State of Florida, the District is held to the same high standards as cities and counties as it pertains to Sunshine Law, Public Records Law, Financial Reporting and Financial Disclosure Laws. Additionally, the Board of Supervisors adhere to Florida Statute Chapter 112, Part III – Code of Ethics for Public Officers and Employees.

Bond Assessments & Amortization Schedules

The infrastructure of the District in which you live was built with tax-exempt bonds that are repaid through an annual assessment included on your property tax bill. You may pay off your bond assessment in full at any time and save on future interest payments, however you are not required to pay it off in advance.

The cut-off date to pay your bond assessment balance and eliminate it from your 2025 Tax Bill is July 18, 2025.

Annual Audit

This Audit report provides the reader with a narrative overview and analysis of the financial activities of the Districts for the last fiscal year. This report is designed to (a) assist the reader in focusing on significant financial issues; (b) provide an overview of the District’s financial activities; (c) identify changes in the District’s financial position and its ability to address the next and subsequent year challenges (d) identify any material deviations from the financial plan (the approved budget), and (e) identify any individual fund issues and concerns.

The annual adopted budgets are balanced budgets listing estimated revenues and expenditures by line item and outlining funding recommendations for each Fiscal Year.

The District’s Fiscal Year (FY) runs from October 1 to September 30 each year.

Deed Restrictions

Because you’ve chosen to live in one of the most beautiful communities in Florida, it’s important that you’re familiar with the Declaration of Covenants and Restrictions you signed when you closed on your home. When you signed the Declaration of Covenants and Restrictions, also known as your Deed Restrictions, you agreed to adhere to the high standards of maintenance and aesthetic values expected in a first-class community like The Villages.

District 14 allows for anonymous complaints. Your contact information is not required to submit a concern.

Architectural Review

If you are a resident of The Villages community and wish to make external modifications, such as landscaping, home re-paintings, additions, fences, arbors or similar work, the Community Standards Department can assist you and your contractor with preparing your Architectural Review Application, which must be presented and approved by the Architectural Review Committee (ARC) before any work has begun.

Annual Report

The District Annual Report contains a breakdown of facts and figures, provide numerous accomplishments, cost-saving measures, enhancements and various projects that have been implemented over the last Fiscal Year.

As with many things throughout the community, the dedication to a balanced budget that delivers consistency, transparency and cost-effectiveness is paramount.
