Overview

Village Community Development District No. 11 was established pursuant to the provisions of Florida Statutes Chapter 190 and Fruitland Park Ordinance No. 2014-014 on May 22, 2014. The lands that are encompassed by the District are located in the City of Fruitland Park, FL and consist of approximately 693 acres.

As established, the District is authorized to provide services in accordance with Chapter 190 to effectively operate and maintain community infrastructure, with the ability to levy assessments.

All Board Supervisors in District 11 have been elected by “qualified electors” (registered voters) residing in the District. They are elected on a non-partisan basis on the general election ballot.

As a governmental entity in the State of Florida, the District is held to the same high standards as cities and counties as it pertains to Sunshine Law, Public Records Law, Financial Reporting and Financial Disclosure Laws. Additionally, the Board of Supervisors adhere to Florida Statute Chapter 112, Part III – Code of Ethics for Public Officers and Employees.

Bond Assessments & Amortization Schedules

The infrastructure of the District in which you live was built with tax-exempt bonds that are repaid through an annual assessment included on your property tax bill. You may pay off your bond assessment in full at any time and save on future interest payments, however you are not required to pay it off in advance.

The cut-off date to pay your bond assessment balance and eliminate it from your 2025 Tax Bill is July 18, 2025

Annual Audit

This Audit report provides the reader with a narrative overview and analysis of the financial activities of the Districts for the last fiscal year. This report is designed to (a) assist the reader in focusing on significant financial issues; (b) provide an overview of the District’s financial activities; (c) identify changes in the District’s financial position and its ability to address the next and subsequent year challenges (d) identify any material deviations from the financial plan (the approved budget), and (e) identify any individual fund issues and concerns.

The annual adopted budgets are balanced budgets listing estimated revenues and expenditures by line item and outlining funding recommendations for each Fiscal Year.

The District’s Fiscal Year (FY) runs from October 1 to September 30 each year.

Deed Compliance

Deed Restrictions

Because you’ve chosen to live in one of the most beautiful communities in Florida, it’s important that you’re familiar with the Declaration of Covenants and Restrictions you signed when you closed on your home. When you signed the Declaration of Covenants and Restrictions, also known as your Deed Restrictions, you agreed to adhere to the high standards of maintenance and aesthetic values expected in a first-class community like The Villages.

District 11 allows for anonymous complaints. Your contact information is not required to submit a concern.

Notice of Rule Adoption

In compliance with the Florida Administrative Procedures Act, and Florida Statute 190.012, the District 11 Board of Supervisors announces it has adopted/amended its Rule for the following:

Subject

Village Community Development District No. 11  has amended and restated Chapter II of its rules establishing The Rule To Bring About Deed Compliance (“Rule”) within the boundaries Of the District.

The purpose of the Rule is to adopt those deed restrictions pertaining to the external use, appearance, and operation of real property deemed by the District to be generally beneficial for the District’s landowners for which enforcement by the District is appropriate. The Rule also establishes certain guidelines, operating policies and procedures, compliance mechanisms, and a schedule of fines correlated to the costs associated with the deed compliance process relating to the enforcement of the adopted deed restrictions within the District. The Rule provides for the health, safety, welfare, and value to the landowners of the District.

Purpose and Effect

The Amendment and restatement of the Rule:

  • Establishes procedures for concerns received regarding business operations from a homesite / lot that affect the external use and appearance of that homesite / lot.
  • Establishes a fines schedule for those properties found in violation.

Economic Impact

Budget impact will be dependent on the number of concerns received, processed, and the number of public hearings conducted.

Architectural Review

If you are a resident of The Villages community and wish to make external modifications, such as landscaping, home re-paintings, additions, fences, arbors or similar work, the Community Standards Department can assist you and your contractor with preparing your Architectural Review Application, which must be presented and approved by the Architectural Review Committee (ARC) before any work has begun.
