Resident Update: Pool Access and ID Checks

To ensure fair and appropriate access to neighborhood pools, the District recently completed a Pool ID Compliance Study after receiving direction from the Amenity Authority Committee (AAC) and Project Wide Advisory Committee (PWAC). This review was conducted to better understand how pool access is working today and to identify practical ways to continue protecting amenities that are funded and enjoyed by residents.

Why the Study Was Conducted

Neighborhood pools are a valued community amenity, funded for the benefit of residents. The study was conducted to evaluate how consistently pool IDs are being checked, how effective current procedures are, and whether additional measures could improve compliance in a practical and cost-effective way.

How the Study Was Conducted

Between mid-November and mid-December 2025, Recreation staff monitored pool access at four neighborhood pool locations. Staff conducted ID scans during normal operating hours over multiple days, allowing for a representative snapshot of pool usage across different locations and times.

During the study:

  • Hundreds of resident and guest IDs were scanned

  • The majority of pool users were compliant with access requirements

  • Only a small percentage of entries did not meet access guidelines

Overall, the results showed that existing procedures are largely effective, with opportunities to enhance consistency and visibility.

What Was Decided

After reviewing the study results and evaluating several options, the AAC and PWAC approved an enhanced approach that balances oversight, cost-effectiveness, and community presence.
 
Beginning April 1, 2026:
  • Recreation staff will continue conducting a minimum of three random pool ID checks daily
  • Community Watch staff will add at least two additional random daily checks
  • Community Watch will also utilize pool ID scanners to support these efforts
 
This approach increases visibility and consistency while avoiding more costly or restrictive measures. It also strengthens coordination between Recreation and Community Watch teams, helping ensure pools remain safe, accessible, and enjoyable for residents.
 

Looking Ahead

As the updated monitoring plan is implemented, staff will monitor how the changes are working and ensure procedures remain effective and resident-friendly. Pool access practices will continue to be reviewed over time to support fair use of community amenities and a positive experience for residents.
