History / Background
On December 10, 2008, the Amenity Authority Committee (AAC) directed staff to develop a Request for Qualifications (RFQ) in order to find and select an engineering firm to conduct a comprehensive study of the multi-modal path system north of CR466 to determine the feasibility and/or need to widen the paths, the need to resurface and/or replace the paths or the need to straighten the paths. The RFQ, including the proposed Scope of Work, was issued on January 26, 2009 and seven engineering firms submitted their qualifications on February 19, 2009. Staff met to evaluate the references, experience and qualifications of the seven firms on March 9, 2009. Three of these firms were asked to make a formal presentation to the Selection Committee regarding their understanding of the project, their approach to the study and their methodology. After the presentations, the Selection Committee recommended Kimley-Horn and Associates, Inc. to conduct the engineering study. The AAC recommended approval of the Professional Services Agreement on May 6, 2009 and the Agreement was formally approved on May 14, 2009 by the Village Center Community Development District (VCCDD) Board of Supervisors.
The next step in the process was the approval of the Task Orders which define the specific activities or “tasks” which Kimley-Horn and Associates, Inc. will be performing throughout the entire project. The AAC recommended approval of Project Order No. 1 (Tasks 1-4) on June 10, 2009 and they were formally approved by the VCCDD Board of Supervisors on June 11, 2009.
In October 2009, the public workshops with the District Boards to discuss the multi-modal paths have been conducted. The AAC, District #1, District #2, District #3, and District #4 met with residents at the Savannah Regional Recreation Center during the month of October to present the initial engineering findings and recommendations. The turnout was impressive. Many residents attended the workshops and provided comments and suggestions to the engineers and the Board members. Thank you to everyone who participated and offered their comments and ideas.
In December 2009 and January 2010, the AAC and Districts 1-4 met to discuss the project scope, discuss funding the project, and finalize the interlocal agreements between the District Boards and the AAC. The engineers have recommended widening, asphalt construction, updating the irrigation system, landscaping updates, and other improvements where necessary. Currently, the project consists of the following paths:
- El Camino Real
- Buena Vista
- Morse Blvd. West
- Paradise Park and parking area
- Connection between Southern Trace and tunnel
- Saddlebrook trail to the tunnel
- Addition of path between Morse Blvd West path and El Camino Real path
On January 6, 2010, the AAC recommended approval of Project Order No. 2 (Task Orders 1-3), which was formally approved by the VCCDD Board of Supervisors on January 14, 2010. This Project Order provides for Design Survey services, Construction Plans and Permitting.
The Invitations to Bid were issued on May 24, 2010 to the three contractors who were selected through a publicly solicited pre-qualification process. Bids were received on June 21, 2010 for El Camino Real, Buena Vista Boulevard, Morse Boulevard, Saddlebrook, and Summerchase. The balance of the projects will be bid out in July.
On June 16, 2010, the AAC recommended approval of Project Order No. 3, which provides for Construction Administration services by the engineer. This will ensure daily, on-site management of the project by both Kimley-Horn and Associates, Inc. (engineer) and Michael Pape and Associates, Inc. (landscape architect).
Construction contracts were awarded to C.W. Roberts Inc. for Phase 1A (Saddelbrook, Buena Vista District 3, Buena Vista District 4) and Phase 1B (El Camino, Summerchase, Morse). Project schedule is still on target with the expectation that the project will reach substantial completion by November 22, 2010.
